Thats news to me. I understand you are allowed to dig ditch eels any more.

Ditch eel, also known as lamprey (there are several lamprey species), can certainly be used as bait for white sturgeon in the Fraser River. They can be purchased at most tacklestores. Anglers are not allowed to dig for lampreys. Please see:

They are certainly allowed to sell them as long as they are caught under the authority of a commercial licence. Because there are no existing commercial fisheries on lampreys in British Columbia, they are rarely sold at tacklestores.

I wonder if they are saying that because of the bait ban which starts tomorrow?

No, the bait ban currently only applies to salmon, because Fisheries and Oceans Canada does not want to see roe captured coho salmon as a management measure to protect interior coho salmon. Anglers will still be able to bait fish for white sturgeon during this period.
