I have always wondered what kind of people does this sort of thing? What is their psychological profile?

I would venture to say that those who show such blatant disregard for nature are the same people who abuse women, children and animals and who have no qualms about stealing when the opportunity presents itself.

I mean, seriously, can one dump garbage illegally and be at the same time a good husband, father, and a respectful member of society? I don't think so.

I really think hidden game cameras could do wonders to catch these folks.  A few hundred dollars investment, however, once one is caught and face is plastered on the news I think others would take note.  That is priceless.

Even in Richmond there are 3 places that continuously get garbage dumped.

Like Milo I really wonder who the heck would do something like this.

On a side note there is a guy who advertises on craigslist to remove garbage, couches etc.  He takes them to another alley and dumps them.

No wonder these losers keep doing it over and over again.

I think 5-10K and 200 hours of community service cleaning up the river shed would have been more appropriate.
(And a mandatory vasectomy to ensure he does not procreate!)

Well if they cant afford the $20 bucks at the dump, they won't like the $375 very much. Its a start.

Is the photo in the article staged or was that the actual perpetrator of the misdeed.  Amazing photo if it was.

If I remember correctly the Times reporter caught this picture when on site.

Daaaamn only $375? I am pretty sure it would cost the city more to pick up the garbage. The fine should cover cost and then some.

--Community service...works for me, no discrimination for those who cannot afford a fine nor for those who take the risk and are willing to pay if caught.

--ON the I'm ticked off side... I live in a rural community... used to burn larger branches etc. that would not compost in a reasonable time.
--So no burning bylaw with the promise of free dumping of organics at the land fill where they grind, compost and re-sell.
--Already now starting to charge to dump plus burn gas taking it there which is not as visible as burning wood but I would argue just as bad.

--Used to take two bags to be composted and got one bag of free compost as the reward... that seemed a lot more reasonable and an incentive to do good.

they can barely catch people dumping in urban areas let alone in the woods.
