While fishing at elk lake in Victoria today, I noticed that there were a few kids chumming for carp. When I asked them about it they said that it was legal and everybody did it. After showing them it was illegal in the regs, they claimed what they were doing was fine because they were targeting an invasive species.
Can anyone verify/refute this? I’m curious as to where they got their info from.

So they were dumping bait into the water to attract the fish?
I think that would be illegal because how do they know they are just going to get carp?

You are correct, no chumming is allowed, and no exception is given for invasive species.

chumming for carp is equivalent to littering or water pollution.

Frankly, it's a stupid rule.
Unless there are sharks, piranhas or other dangerous fish that shouldn't be conditioned to humans feeding them, what could possibly be the harm in chumming (especially for carp and some other coarse fish)?!
Seriously, it is perfectly legal for hunters to bait for deer, yet a few kids can't legally throw a few boilies in the water to fish for coarse fish?!
Please, somebody explain the rationale to me?

As long as there are ducks or geese, people chum tons of food there. a little carp bait is nothing compared to.
Carp fishing can use method feeder, or simply use a giant bait ball attach the hook. There is no bait size regulation.

--it is just one of those rules that we have to endure because of those who would abuse it. When you think of it, just having a scent on your lure is in effect chumming. I doubt the idea was to prevent chumming but to prevent people from dumping garbage which could cause issues. You would have to define what contents could be used such. as commercial vegetarian based boilies and where chumming would be allowed, ie not near swimming areas or water intakes etc. I would be a giant pain.
