Anyone know the difference between "pending" and incomplete? Seems like both terms mean that little or nothing has been done about the recommendations.

I'm sure the feedlot boys will have a spin on this.  ::)  particularly with respect to lack of action on feedlot placements.

That Cohen report card is just posturing for headlines, trying to pressure the government. They must know that the PM's office, on behalf of the government of Canada, responds to judicial inquiry recommendations, not the departments involved. The department can't implement JI recommendations unilaterally until the PMO makes it's response and any actions to be taken are part of the government's response to the Inquiry. I've been through a JI in my previous life as a gov't employee and it's a long process......
