too many variables to vote so I will list a couple considerations

1) Each river blows out and clears up at a different rate, depends on a few things like what type of land the headwaters are made up of (ie rocky hills vs swampy flats) or how many lakes are a part of the watershed. Generally rivers that come up fast will drop out fast.

2) Obviously it depends on how heavy the rain is

3) Air temp is a huge factor if it is cool rain will fall as snow in the high areas of the watershed and rivers won't rise as fast

Just a few things to consider when trying to predict a blow out, the question is will the 50+mm predicted for the next 2 day be enough to blow all of our rivers out?

Under surface structure is important too.  If it's sandy with large gravel aquafer than it will take a long while before it's saturated and rain is directed to river as run off.  However, if it's clay content, then it won't take a whole lot to have all those rain goes into river as run off.  Width and depth of river also is a factor.

best thing would be for the river(s) to blow out...then fish it three or four days after...Man, that would be fun!!!
