There is a pond in central park that has a sign 'flycasting practice area' . Less fish in that pond.   I couldn't imagine casting anything there

I practiced fly casting into one of the Queen E ponds many years ago with some red wool (no hook) tied onto the end of my fly line.  Nobody gave me any grief and it was more fun than grass casting.

Perhaps try a big floating polly wog or mouse fly with the end of the hook clipped off.

You can claim to be practice casting, but yet can have some fun if one of those carp takes a run at your offering!
