is there a minimum age as to when toddlers are allowed to fish without a license?

That's the maximum, there is no minimum in the regulations, but the child would need to land their own fish for quota purposes.

Also , how hard is it to copy these new licenses now. All you need is a good photo copier. It's printed out on normal paper.

They are giant, It's almost impossible to carry in a wallet even after its folded 10 times.

Fold in three (two folds a third of the way in from top and bottom) in the 11" dimension, then fold twice across the 8" dimension (again a third in from each side) and it fits reasonably well.

i think he means for him to use 2 rods while bringing a child. the child can be any age, im assuming that the child's age should be around the time they are physically able to fish? so im saying 5+ years of age? lol and they would need to be carrying a free license im assuming.

 Only need to carry a free license in tidal waters . For non-tidal no license is required for the under aged angler and they also do not need to be with a licensed angler.

My neices were reeling in their own fish before age 5.
