Aboriginal economic opportunity opening

It's encouraging, according to the above fishery notice, that "no sale of coho salmon is authorized". But,  ??? how do you release them and keep them alive after these fish have endured these drift and set nets at the mouth of the Fraser?

How can it be an "economic opportunity" if you can't sell your catch?  I can immagine the commercial fleets reaction to an economic opportunity where they can't sell their catch. ::)

I'll believe it when I see it.
