I decided to start flyfishing. I was wondering what weight of rod i should get. I would be fishing coho and pinks from the beach and trout in the river sometimes. I was guessing an 8 weight. Also how much would a cheap simple setup be?

I would say a six or seven weight would be better then an eight. The six would be good for Trout, Coho, and Pinks. The seven has more backbone for beach fishing and is perfect for coho, but is okay for trout. An eight weight would be overkill for Trout but would be fine for both Pinks and Coho. Make sure you get an anodized reel and the rod you buy should have an anodized reelseat and guides.

8 weight would be a bit overkill for pinks and cohos.

I think it depends on what other fish are in the water that you fish.  For example since there are large chinook on the vedder --I use 9 wt.  no one is capable of being 100% exact on only getting cohos when there are other fish in the water you are fishing.

I may fish for chum possibly springs ps can you fish with roe bags? on the fly?

No to roe bags, but the Eggo pattern simulates a roe bag. Take your eggo patterns and wrap them in roe for a day or two, this should give you the look and sent you want. "Don't forget to use refigeration!"
