What is this for

Can anyone tell me what these aluminum plates would be for. I have them on both sides of my boat, and there is another one behind these as a backing plate. I have seen other boats with the same things, just no idea what they are for

Can't see the whole layout but they could be plates to cover an old mounting bracket or they're swapped out to attach a down rigger mount which might not be used all the time.

They are to attach you aluminium magnet from fishing harness when fighting big fish.

Downrigger mount. An L bracket would bolt in and sit flush with top and have a mounting plate or swivel mount...had this on my old boat...I think I still have the stainless L mounting brackets.
