Salmon farming is no good
How about ranging? Let the aquaculture farmers build hatchery on a river system similar to that of Capilano 'simple, short' river system, would this work?

I think the concern for the "Ranchers" is that the return on investment would be too erratic. When they swim away, they don't know how many they will get back, and they won't be a nice even size.

Ya that is a concern. Wonder if there is anyway to track their fish on migration.

They could use the Sechelt inlet for raising them by blocking the Skokumchuck narrows with a big net or electronic seals acting like sheep dogs ::) Or they raise them in tanks as already done, but too expensive they say.
