Title: marine way polluters

on my way home from work today i noticed the guys reworking the pedestrian walkway overhead of marine way by nelson st in burnaby/new west were dumping all over there silica dust from their vacuum into the ditch. I took pictures on my phone, but i cant see the plates. Wondering what the proper course off action is in the this situation. Even more upsetting to me as i share the same trade as these clowns. So close to the north arm and a bunch of farms.
Any info on how to stop/fine these clowns if possible would be appreciated
