Cabela's sells Muck boots. They come up to just below the knee, are fairly tight around the top, and are very comfortable. That would be my best recommendation.

Great boots, wife and I both have a pair. if you are not in a hurry they go on sale sometimes.

I’ve got a brand new pair of Neos over boots with built in gaiters come right up too knee & fully waterproof ! Tricky part is they are a Med size so a 8 shoes or a small 9 will work. 90.00
