That's what I thought, but the photographer suggested they were pre-spawns.

They cut them in half to prevent them from counting them twice.

ds you are right it is a fish count. cutting them prevents double counting and also check to see if they have spawned or died prematurely.dfo does not gaff and kill they only count the dead ones. it is not a nice job but somebody has to do it. i volunteered my time once doing this dead fish count i had to chuck my clothes out and power wash my waders to get smell out .
