New to Downriggers

I just started using a downrigger.  I had a flasher rigged and I noticed that as I lowered the weight that the flasher stayed on the surface until the depth overcame most of the setback.  Is this normal?  If not, what do I do to overcome this?

Yup, thats normal, sometimes they plane on the surface until the ball finally pulls them down....no harm done so nothing to concern yourself about.
