I counted 15. The rest are seagulls.

I counted 15 too. Some can be misleading because of the distance!!!!!!

Count 15 but one on the other side looks like it is swooping down grabbing a fish...its likely just branches so I say 15

There are a few juvenile Eagles that are quite dark, one dark Seagull and a few rocks that could be either.

21 for sure. 8)
