2021 halibut openings and limits

Here are the details of openings and limits for the halibut fisheries as of April 1st 2021. One noticeable change is that the annual limit has now been increased from 6 to 10. The daily limit components have also been changed so now you can keep two under 90cm long instead of just one per day.
