Shea is possibly the worst Fisheries Minister in recent memory. If it weren't for the fact that she is a woman and hails from Newfoundland I doubt very much she would be in cabinet.

Methinks the term 'efficiencies in operation' could be misleading...   ::)

Or perchance they've offloaded the majority of their workload to the lawyers who work as 'consultants'.  Thus the cost savings in operations.

Too bad the upper management including Shea don't include resigning as 'efficiencies in operation'.

IIRC she ran a corner store before she was elected-and that is the sum total of her qualifications.
