Wonder if we are going to see something similar happen on the east side, as the road just before the gates also gets congested when there is no spots left on the parking lot below.

  Last year the city was handing out tickets there for those vehicles that where not far enough off the road.

My understanding is that they were not fines but warnings.

The possible reasons for why they would do it are almost endless. As inconvenient as it may be, I hope it helps restore order on the Stave. Last season was my first there, and some of the things I witnessed were appalling.
