Elk Lake near Victoria

A friend got a fishing rod for Christmas, and he's looking to try it out. He hasn't really fished before, and there's no way he could take a steelhead on it so I looked int other options around Victoria. I've been told about Elk Lake having some decent numbers of fish that could provide a bit of sport on light tackle, some bass, and trout, and some sunfish I believe.

We don't have a boat, so it's shore access and piers that we're looking for.

Can anyone suggest rigs or bait that would be suitable ? I have read about powerbait fished on the bottom could be productive.

power bait would be your best bet
