enough water in the slough to get a boat out there?

depends  on boat size ,  jet or prop and biggest factor tide   slough itself near where it joins the canal can get quite low also this side of train bridge has a pretty low section again all depends on tide

If you're going dont stop. 5 years ago I picked up a friend at that launch. I had never been. I slowed down to avoid two 12 foot aluminum boats. That was the biggest mistake i have made in my boat. I had no idea there was roughly 8 inches of water. I couldn't get going again.

Water is very low. I went there yesterday and noticed a dozen or so trailers there. Most likely all jet boats. I wouldn't be venturing out there with a prop.
