I fished the breakwater for years...  its a great place to fish...really beautiful.  For greenlings and perch, I never found a bait better than pile worms plucked off the nearby search and rescue dock.  You will be fighting to keep them off, for real.  Ive lost at least a hundred buzzbombs out there though...kelp beds can be brutal when youre fishing for salmon
