Is this a good deal, $39 dragonfly?

Im new to this post and reasonably new to fishing, Angling West in Vancouver is selling a #4 and #8 dragonfly rod for $39, is this a good deal? And is this a good rod to start fly fishing with?

a dragonfly is a good starter rod to get you through the learning curve. you can always spend more on another rod once you realize what species your mostly going after ie....6wt for trout .....8wt for coho,pinks etc...etc. My starter set cost around 250.00 about ten years ago and it still is my favourite trout setup for flyfishing.

You can get a full package for under $100 as a starter set for trout.  #5 or #6 wt.  Try this for a year or two and then buy a good rod.  The rod is the most important thing for fly fishing.  Unless your fishing for salmon, don't pay big bucks for a good fly reel.  You will find that it is easier to learn to cast with a light to medium action rod (go medium).  Once you get better, then buy a good fast action rod.
