Danger below Tolmie Clay Slide

I have just visited the Tolmie Clay Slide this morning
and report:
HIGH SLUMP POTENTIAL AT DOWNSTREAM END OF TOLMIE CLAY SLIDE
In the last two weeks large cracks have developed along the escarpment
above the downstream end of the Tolmie Clay Slide, above the unprotected
area. This is the area not yet protected by groynes and much undercutting
erosion has taken place leaving the banks very steep. The largest
crack is approximately 30 cm. wide and 10 meters long, with a potential
slump area with cracks 10 m wide, 70 m long and wedging downward
for about 50 m. High potential for a major slump which would cross
the river, probably temporarily blocking it's present course. When
the frost comes out and if there is rain and/or any earthquake there
will be a higher potential.
DANGER FOR FISHERMEN AND RIVER USERS
If such a slump occurs and anyone was below on the river or fishing
from the bank, or a river raft or kayaker on the river they would
be in extreme danger. Residential area of Slesse Park could be impacted,
depending on the size of slump.
The cracks are above the area which is not yet protected because
of limited funding last summer.
The Chilliwack River Action Committee's groynes built in the summer
of 2004 along the upstream 350 meters of slide area are working
well and have prevented the slide toe in this section from undercutting
erosion. There appear to be no cracks in this area. Funding came
from local donations, FVRD, PSF and HCTF, but, unfortunately, there
was not sufficient funding to complete the job. Several other funding
applications and a plea for more funding went unheeded.
Our river engineer, Peter Morgan, from Golder Associates has been
informed of the situation. I have also informed Gale McMahon, Emergency
Management Coordinator, FVRD.
I suggest at a minimum, the river below the slide area be immediately
posted EXTREME DANGER.
Who has the funding and responsibility for this and is willing to
take action?
